Razorback Mining Lease Proposal (MLP)

MAJOR PROJECT APPROVALS

Driving the Razorback Project Towards Production

The Razorback Iron Ore Project Mining Lease Proposal (MLP) (including Miscellaneous Purposes Licences Management Plans) was submitted to the South Australian Government on 26 March 2025.

The MLP seeks approval for a Mining Lease (ML) covering mining and ore processing operations, and contemplates annual production of 5 million tonnes of high-grade iron ore concentrate, supported by a range of non-process infrastructure, an accommodation camp and tailings facility.

Applications for four Miscellaneous Purposes Licences (MPLs) were made concurrent with the MLP submission to provide for the development of the Project’s enabling infrastructure, being:

  • a concentrate haulage and access road between the Hillgrange Intermodal facility and the Razorback site, including water pipeline corridor

  • the Hillgrange Intermodal facility, including rail siding, access road and water pipeline corridor

  • the Hillgrange laydown and accommodation compound to support construction works

  • an electricity transmission line corridor between Bundey Substation and the Razorback site.

What does the MLP address?

The MLP addresses all factors required with the bespoke Terms of Reference (ToR) for the Razorback Project (refer pages 4325-4342), as gazetted by the Delegate of the Minister for Energy and Mining on 28 November 2024.

The MLP also forms as the submission for the relevant Commonwealth Government statutory approvals under the Environment Protection and Biodiversity Conservation Act 1999. Decisions made by the Department for Climate Change, Energy, the Environment and Water are available regarding Magnetite Mines’ referral of the Razorback Project are available on the EPBC Act Public Portal.

South Australian Government assessment and statutory consultation processes

The Department for Energy and Mining (DEM), through its Mineral Resources Division, is the South Australia agency responsible for the administration and management of mineral resources and regulation of South Australia's mining sector. DEM will lead the assessment of the Razorback Project MLP and will conduct the statutory consultation process as per Mining Act 1971 requirements.
